Digital Foundry: Dynasty Warriors 9 Has Poor Performance on Xbox One X and PS4 Pro With 20FPS Gameplay

According to the statements of Digital Foundry, at present Dynasty Warriors 9 presents the lowest performances that have ever been seen on PlayStation Pro 4 and Xbox One X. The English team has rejected all the console versions of the game.
Dynasty Warriors 9 includes two different graphics modes on both mid-gen consoles: Action Mode and Movie Mode. Starting from the first, designed to promote fluidity at the cost of graphics fidelity, Digital Foundry has had to face a problem not indifferent: even in Action Mode, in fact, the game gets to fall below 20fps in the most chaotic scenes (which in a game of this kind are quite frequent) both on PS4 Pro and on Xbox One X, disabling the v-sync in both cases. Speaking of the resolution, however, in this Action mode Dynasty Warriors 9 runs at native 1080p on PS4 Pro and native 1440p on Xbox One X.
Turning to Movie Mode, it is curious to learn how the Xbox One X version is limited to enable V-sync, without making special improvements in terms of graphics or resolution, and all at the cost of an even more unstable frame rate with frequently drops around at 20fps.
On PS4 Pro, on the other hand, developers have adopted a special rendering technique that maintains native 1080p shading and 4K geometry (a bit like seen in Gravity Rush 2) but without providing benefits that would justify the loss of performance in the frame rate.
As you can imagine, the situation is further complicated on standard consoles, with an even more unstable frame rate and a resolution fixed at 900p native on PS4 and native 720p on Xbox One, not to mention the absence of ambient occlusion or good filtering of the textures.
Dynasty Warriors 9 is currently available on PC, PS4, and Xbox One.
